The Human Resources Director drafts and recommends personnel management policies to the First Selectman and Personnel Subcommittee, Board of Selectmen, and plans for the implementation of a broad range of personnel management goals which include plans for short term and long term resource requirements to meet those objectives.
The Department administers and evaluates staffing, including recruitment, testing, reference checking, selection, orientation, transfers and promotions. Oversees compensation programs such as position classification, position evaluation, wage administration, performance evaluation, employee training, personnel policies and the Safety Committee Program. The Department also administers and recommends changes to employee benefits, monitors and administers the Town's Workers' Compensation, Unemployment Compensations and O.S.H.A. activities.
The Human Resource Director also participates in Union contract negotiations and prepares Town contract proposals and strategies, costing union contract demands; conducts grievance and disciplinary hearings and assists in grievance and interest arbitrations. The department provides advice and direction to various department heads and supervisors relating to personnel policies, disciplinary action and employee problems.
